Rights held by every person, such as self-defense and temporary arrest, which form the basis of the powers of private security personnel.
Private security personnel have no sovereign powers. Their actions are based on the so-called Jedermannsrechte, the rights held by every person: in particular self-defense and defense of others, necessity and the right of temporary arrest under § 127 Strafprozessordnung.
This precise distinction is part of the examination for the Sachkundeprüfung under § 34a. Anyone who does not understand it risks exceeding their authority on duty. The Hausrecht transferred by the client applies in addition.
