§ 34a in scheduling: Provide complete evidence of qualifications
Having the qualification is not enough. You must be able to prove at all times that the assigned security officer was qualified for that exact activity.
Unterrichtung or Sachkunde: The difference matters
For basic security duties such as stationary site protection, the Unterrichtung under § 34a, a 40-hour IHK training course, is sufficient. For activities involving direct contact with the public, however, the Sachkundeprüfung is mandatory, particularly for patrols in public areas, protection against shoplifters, and admission control in the hospitality industry.
The decisive question in scheduling is therefore not "is the security officer qualified", but "are they qualified for this post".
The Bewacherregister
Security companies and every individual security officer are listed in the Bewacherregister. Their qualification and the result of their reliability check are stored there. A security officer may only be deployed if their status there is suitable. For scheduling, the register status is therefore just as much an assignment criterion as availability.
Where things go wrong in practice
Rarely due to a lack of knowledge, almost always due to documentation. Typical patterns: A copy of the qualification is in a folder, but no one has it in mind during day-to-day scheduling. Or a certificate expires and no one notices because no expiry date is recorded. Or the schedule is changed at short notice and the replacement officer does not have the right qualifications for the post.
The structural solution
Qualifications should be stored for each employee, with an expiry date and reminder, and the scheduling system must take them into account.
